The Mekong-Lancang region, comprising Cambodia, China, Lao PDR, Myanmar, Thailand, and Viet Nam, represents one of the world’s most vibrant subregions, rich in cultural diversity, ecological heritage, and socio-economic potential.

Tourism has long played a critical role in enhancing regional connectivity, fostering economic integration, and advancing people-to-people exchanges among the six countries. However, as the tourism landscape continues to evolve in response to environmental, technological, and societal transformations, so too must the region’s approach to inclusive participation and leadership in tourism development.

Youth as Drivers of Change

In this context, the Mekong-Lancang Cooperation (MLC) framework increasingly recognizes the need to harness the potential of youth as drivers of sustainable and resilient tourism.

Youth across the region are not only digital natives and early adopters of innovation, but also passionate advocates for cultural preservation, environmental protection, and inclusive growth. They possess the creativity, adaptability, and energy to shape a tourism future that reflects the values of equity, responsibility, and cross-border collaboration.

The MLC Youth Tourism Ambassador initiative is introduced as a strategic platform to formalize and amplify youth participation in regional tourism cooperation. Envisioned as a non- political, youth-led, and culturally grounded network, the Ambassadors will serve as influencers, peer educators, community liaisons, and storytellers who champion the principles of sustainable tourism while promoting regional understanding and solidarity. Unlike symbolic or honorary ambassadorial roles, the MLC Youth Tourism Ambassador will be an action-oriented designation, grounded in knowledge, capacity, and commitment.

These Ambassadors will help raise awareness of responsible travel, foster intercultural exchange, and support the visibility of community-based and youth-led tourism initiatives across the MLC countries. They will also function as grassroots communicators, translating regional policy objectives into narratives and actions that resonate with local communities and fellow youth.

The Foundational Leadership Workshop

The MLC Youth Tourism Ambassador Leadership Workshop will serve as a foundational step in this journey, provide foundational training, and activate a regional peer network. This will ensure that the Ambassador role is not only aspirational, but also operational, supported by capacity- building, collaborative activities, and shared ownership across countries. However, the long-term ambition extends beyond the workshop, aiming to embed the Youth Ambassador initiative within broader MLC tourism mechanisms, ensuring continuity, visibility, and impact.

The initiative emphasizes inclusivity, ensuring representation of youth from diverse socio-economic, ethnic, and geographical backgrounds, including marginalized and vulnerable groups, thereby promoting equitable access to leadership roles.

Capacity Building and Leadership Development

Provide tailored training and development programs that equip youth with essential knowledge and practical skills in sustainable tourism management, strategic leadership, project design and implementation, digital communication, entrepreneurship, and intercultural dialogue. This capacity-building aims to prepare youth ambassadors to effectively lead initiatives and represent youth interests in diverse tourism forums.

Promotion of Regional Connectivity and Cross-Cultural Exchange

Facilitate structured exchanges, networking, and collaboration among youth tourism ambassadors across Mekong-Lancang countries to foster mutual understanding, respect for cultural diversity, and regional solidarity. These cross-border interactions will enhance knowledge sharing, joint problem-solving, and collective action toward common tourism development goals.

Fostering Innovation and Digital Engagement

Harness the digital fluency and creativity of youth to innovate tourism marketing, outreach, and engagement strategies. Youth ambassadors will leverage social media, digital storytelling, and emerging technologies to enhance destination visibility, promote authentic travel experiences, and engage peers and travelers in sustainability efforts.

Recognition and Visibility of Youth Contributions

Establish formal recognition mechanisms, such as certification, awards, and public platforms, to acknowledge the achievements and contributions of youth tourism ambassadors. Enhancing the visibility and legitimacy of youth leaders will strengthen their influence within the tourism sector and encourage broader youth engagement.

Advocacy for Sustainable and Responsible Tourism

Empower youth ambassadors to champion environmental stewardship, cultural heritage preservation, social inclusiveness, and responsible tourism practices. Ambassadors will serve as voices advocating for policies and initiatives that align with sustainable development principles, promoting community-based tourism models that benefit local populations and protect natural resources.

Strengthening Multi-Stakeholder Partnerships

Build bridges between youth ambassadors and key tourism stakeholders, including government agencies, private sector entities, non-governmental organizations, academia, and local communities. These partnerships aim to integrate youth perspectives into tourism planning, foster collaboration on youth-led initiatives, and mobilize resources to support ambassador activities.

Sustainability and Institutionalization of the Initiative

Develop frameworks and mechanisms to ensure the long-term sustainability, scalability, and institutional embedding of the Youth Tourism Ambassador program within existing regional tourism cooperation structures. This includes defining roles, responsibilities, and resource mobilization strategies that secure the program’s continuity and impact beyond initial project phases.
